I need a fuel pump . . . i think

I am having an issue with my 96 sohc neon, its stalling when i let my gas off, unless I have it at about 3000 rpm and go right into neutral, then it will stay at 1000 rpm, when im drving its fine most of the time, i have had an issue with needing to floor it to get anywhere, this has led me to believe it is my fuel pump, I have replaced a few other items and for awhile it worked, but im back to the same old issues, so I was wonderin if anyone has one or knows where to find an inexpensive one.

Does not really sound like fuel pump.
But the best way to check fuel pump is to run a fuel pressure gauge test for pressure up to specs.
As said look over all vacume related stuff.
Any check engine lights on.
Any codes?
How is the tune up end or service history?
