'92 PA no heat thru vents

Hi all. I have a problem with my 92 PA heat coming through the main vents. I get air flow coming out of the floor vents and the defrost vents on top of the dash but none through the main vents. Now, when I turn the temp down to about 78, I will start to get airflow through the vents. What is going on here?

In which mode? Just "Auto"?, or "Heat" and "Econ" too?

On my 92 I dont ever recall heat blowing through the vents, I thought the heat came from the bottom or defrost....

That is exactly how it should work and ditto on how my 92 works. Heat should come out the heat/defrost vents and cooler air out the main vents.
