does anyone kno how to.....

i wanna make my bumper lights brighter than they already are..i want it to have the same brightness as when it is turned on when the turn signal light is switched on..does that make sense?...if possible, u kno when u turn the lights on (without the headlight on) the bumper lights are a bit dim, so when the turn signals are turned on, they light up brighter..but i want mine to do the opposite..when i turn the lights on without the headlights, i want it to be bright, then when the turn signals are activated, i want it to go dimmer..u guys get me?...i donno, thats the best i could discribe it...i kno its probably a wiring trick..so if anyone knos how, pls let me kno..id be really greatful...thx

ps. i wanna do this so i can drive with only my bumper lights on, on the street or when im cruising.it jus looks cooler with my bodykit..but of course when im on the freeway, i'll be using the headlights....
