Code 32 EGR Problem

Vehicle:
1995
5.7L 350 w/TBI
Installed Hedman Headers and full true dual exhaust w/catalytic converters
New O2 sensor on passenger side bank (only one sensor on stock)
Trans Dapt throttle body spacer
K&N FIPK
New EGR Valve
New EGR Solenoid

Problem:
Code 32 keeps coming back up. I have taken it to a mechanic and he has no idea other then that because I have put the intake, throttle body spacer, and headers back exhaust, the engine is more efficient and producing less vacuum. He suggested putting a vacuum reservoir on so that when the computer tells the EGR valve to open/close, there is sufficient vacuum available.

Has anyone ever had this problem and do you suggest a vacuum reservoir? I am tired of throwing money at this SES light coming on for EGR failure. Any suggestions would help. Thanks!

The vacuum is not the problem if it was the power brakes would act up first. Confirm the egr passages are clear, manually operate the valve and see if the engine falters. post back results.

Clean Passages, when I manually operate the valve, the engine falters...is this good or bad?

Yes, it is working manually. The map sensor sends a signal to the pcm when the egr operates and the the pcm calculates that the drop in engine vacuum as a result based on throttle opening, that the egr is working. This may require a full scan to confirm what happening or not happening. It is possible because of the lack of designed exhaust back pressure from the headers and dual, that the egr is no longer effective.
