1991 Sable Windshield Wiper malfunction?

My husbands Sable's windshield wipers work but only when he turns them on full speed. He than can turn them down to a slower speed. At times when he turns on his turn signal the wipers will stop working. He than turns them all the way off than turns them back on full speed then they will start again. Is this a fuse issue? If so which fuse it for the wipers? We don't have a manual.

It sounds like a turn signal switch issue.

Not a fuse issue. If the fuse was blown, the wipers wouldn't work at all.

Replace the Switch.
If you have an airbag in the steering have a mechanic do the job.
I have had to replace my switch already (98 Sable 110,000)

Thanks for the responses! My husband is not a DIY'er so we will have to have a mechanic to it. About how much can we expect to pay for a replacement? Any ideas, ballpark wise?

NAPA Autoparts shows about $30 to $60. Figure a little bit more if the mechanic buys it.
