1988 chevy suburban 1500 4wd

Im trying to figure out what is causing a short that blows my gauge fuse. When i turn on the headlights no matter what i do that fuse will blow, the headlights continue to work, but the instruments and back lights do not work. the brake lights however do work. If you have any clue please let me know.
