Emissions Test

I have a 1997 Monte Carlo, 53,000 miles. 3.1 V-6. The vehicle failed the State of Wisconsin Emissions test for the following reasons:
HC 2.12 Grams/mile Limit .600
CO 41.4088 Grams/mile Limit 10.00
On board computer unable to perform OBD testing-following readiness monitors were not set:
Catalyast, Evaporative system, O2 sensor, O2 sensor heater, and EGR system. My SES light was not on, and I had no codes in the computer. The state want me to spend $450.00 or more to get the vehicle repaired. Where do i start?
This is my winter beater and don't feel it is worth it.

Was the car warmed up to normal operating temp? When was it last "tuned up", plugs, wires, fuel system, filters, etc?

All good info, but why were the monitors not ready, was a code cleared or the battery disconnected, if so there are relearn issues involved plus the drive cycle to reset the monitors, some info is missing here.

Something like a re-learn not done as you suggest is possible, it just sounds like it is flat out in open loop or limp operation.

How do I make the car or ecm do a relearn? How do I reset the monitors?

Too many times too often folks blame the computer.

Remeber, all the PCM does is control fuel for max efficiency and emission, the rest is still the same 'ol internal combustion engine for the last 100 years. So if it's not in proper tune the PCM will not function correctly.

Those numbers are way off for a car with low mileage. It would be worth it to have a good shop diagnose what's wrong.

It might be in the "limp home" mode which may or may not indicate a bad computer, but definitely spend for an hour of some expert shop time.

For that many miles im pretty sure it needs a tune up if it hasnt had one done in a while.. so to Wright's advice.

I have a 1996 Monte Carlo that gives me fits!! Cannot get the dang thing out of park on some days, other days it doesnt act up.

When I went to get the inspection it failed. The codes I got were:

P 0300 - Ignition System or Misfire codes

P 0410 - Aux Emission Controls codes.

I dont know what this all means nor how to resolve them so that I can get my car to pass the inspection.

help?
