Rear Brakes Vibe/Matrix

There is a plastic ring holding on this brake drum, and I'm not sure how it comes off...IE-Unscrews/Pulls off?

I tapped it with hammer and punch and finally did get it to spin ccw direction--barely. But broke off some of the tabs on this plastic ring in the process.

Anyone know what the ring is for, and do these need to be replaced when reinsalling the drums?

I am assuming that these are around the lugs! If so don't worry about them since they hold the drum during the assembly process and really have nothing to do with the drum after the wheel is on. The lugs hold the drum in place.
Don't worry about them otherwise.
