95' intermittent idle

The problem is when at idle or slowing to idle the engine will not maintain the +- 800 rpm that it should. It slowly loses rpms and dies. I cleaned the intake manifold and found that the IAC was not within specs. I then cleaned the IAC and I had no problems with it that night or the next morning, but shortly thereafter it started up again. I also disconnected the battery to reset the ECM. At higher speeds it also jerks like a hard shift but it was not at a shift point and I was holding a steady speed.
What can cause this to happen?
Are these two problems related?
What can cause the IAC to get so dirty?
I should have asked this first but would the IAC cause such a problem?

Any responses are appreciated.
