Throttle body replace or repair

88 Silverado 4.3L.

Recently after startup, the idle has been racing at high RPMs. It will eventually slow to a more normal rate but after driving, I'll have to kick it down when I get to stop lights.

Additionally, the past couple winters when the temperature has gotten below zero, the butterfly shaft will bind or freeze in high idle and I'll have to go under the hood and pull the accelerator down. This problem passes if I let the motor warm up longer before I take off.

Am I better off buying a remanufactured TBI or trying to fix what I think may be wrong?
