1988 2.8 TPS adjustment

The past few week I noticed that the idle on my car was really high, about 2000rpm and the car would also hesitate on take off. So i checked the TPS adjustment and had to reset it to the right voltage. I figured this would work. It didn't still having the same problem. Any suggestions.
