Hold down the carpet?

Just got my car.......'73 ...the carpet was replaced recently.....how is the carpet secured in the drivers and passengers floor boards?
Both pcs are looose.....it apears they were screwed to the floor....is this how it was done? The rest of the carpet is glued......but I read somewhere not to glue the florboard carpets.
