Windshield Wiper Problems

My wipers work fine, but when I shut them off they will stop in the up position. So right now I just keep them on the longest delay possible, so they don't have to be a distraction while driving. Does get annoying when its perfectly nice outside and the wipers are still going though. Any help would be greatly appreciated? 1999 Oldsmobile Intrigue GL

after bending the tab mine still are working fine.
