'91 Sunbird Convertible window problems..

i was just given a 1991 sunbird convertible with the 2.0 engine & automatic trans with only 135k miles.
the top works great, but i noticed all the windows will go down, but when i try to raise them, they would only go up about 1 inch at a time.
if i wait about 15 seconds and try again, the window will go up another inch or two..
it is like a capacitor that fills, then releases all it energy to raise the window,
then i have to wait till it fills again.
also i can not get the door locks to operate.
i am trying to find a haynes manual to locate all the relays and fuses, but until then, does ne1 know what the problem might be?
any help would be greatly appreciated.
