bleeding brakes

i have a 96 concorde that sprung a brake line aND OF COURSE LOST ALL THE FLUID. I REPLACED THE LINE AND NOW HAVE NO LEAKS AND AFTER BLEEDING CAN GET GOOD PEDAL WHEN THE CAR IS NOT RUNNING BUT ONCE STARTED IT GOES TO THE FLOOR AND TAKES 6-9 PUMPS TO GET ANY PRESSURE AT ALL. I AM NOW ASSUMING THAT I HAVE AIR IN THE ABS SYSTEM AND IN READING UP THEY STATE THAT A SCAN TOOL IS REQUIRED WHICH OF COURSE I DON,T HAVE ANY IDEAS,, SAM
