Starting problem

I have a 2000 Ford Focus that I am having electrical trouble with. There is a 30 amp fuse in a box under the hood that keeps blowing when trying to start the car. There is also a grinding noise when the car starts. Could this be the starter needed to be replaced? Is there another electrical problem that could be causing it?
