My check engine and check fuel cap lights came on, on my 2002 ranger, what could it be?

probably your cap is worn now and needs replacing.

Good luck, I haven't been able to get my check engine light off and have spent about $1300 replacing everything. Even the dealer has given up.

Use an OBD II to extract the code. If the check engine light remains on steadily (not flashing), it just means that your problem is associated with the emmission system. You may continue driving the vehicle but to have it checked at the earliest opportune. If on the other hand the light was constantly flashing, you're going to have to stop the vehicle as soon as you can safely.
