How to change radiator fluid, '96 DOHC

I was wondering if someone could instruct me on the radiator fluid change on my '96? I took a quick look underneath and did not see the radiator drain. Do I have to take off the black plastic cover on the bottom front of the car?
I do know to use Prestone and distilled water. Any comments would be greatly appreciated.

You have to take the black plastic thing off that's under the front part of the engine bay. There will be two things that look like radiators, the one closest to the engine is the radiator. On the driver's side of the radiator, there should be a drain plug that you can take out with either a wrench or a hex key. Open that up and then open up the resovior cap and let it come out.
