Re: 94 Grand Marquis, high NOx emissions
Check your EGR valve to make sure that it opens with a vacuum pump or just place a hose on it and use some lip power to open it. If it opens and stays open under vacuum, Get a can of Seafoam and dissconnect the pcv valve hose, get someone to rev the engine 2000-2500 RPM and open the egr valve with a vacuum pump or lip power and dump the can of Seafoam into the pcv hose as fast as you can, once the can is empty shut the engine off and let it sit for 15 minutes. Reconnect the pcv hose to the valve, and reconnect the small EGR valve hose. Start the engine until the white smoke clears (15-20 minutes). Next remove the MAF sensor and clean it with carb cleaner or break cleaner (careful not to damage the two fine wire elements).
Note: Do not use the Seafoam in an inclosed area!!!!!!

I have driven the car regularly for the past two months, added fuel additive for a couple cycles, and put some oil system additive as well. I had the oil changed, with 15w-40, and had the PCV valve replaced as well as fixed a hole in the connector to the valve the day before reinspection (yesterday) and failed NOx again but much lower. It read at 2.87 gpm a limit of 2.5. Passed HC with a reading of 0. 67, so definitely on the right track. I'm trying to keep costs at a minimum, and I'm wondering if the NOx would come down enough just by burning premium fuel or any other quick fixes. I just want the car to pass inspection and serve me for another year at the most. Any tips would be greatly appreciated, thanks....
