overheating 318is

My 1991 BMW started overheating. It was completely out of fluid. Filled it up and was fine for a week then overheated. Changed the hoses, water pump, and thermostat. Now we are trying the heater control valve as the heater isn't working. I've been without a car for a week... What if it isn't the heater valve?
