Blazer Startup Problem

So, I have trouble starting my 1991 Chevy S10 Blazer 4x4 2door 4.3 automatic. It doesn't get enough gas at startup so I have to press the pedal a few times before starting it and after it starts I have to give it gas until it idles good.

Recently replaced fuel tank, pump, sending unit and filter. Had mechanic do a pressure check everthing is good. He says it's the fuel pressure regulator but instead of replacing the regulator buy a kit. Kit has a diaphram, spring and gasket for fuel metering body. Easy installation but same problem still occurs.

Also did a tune up (plugs, wires, distributor cap, rotor, etc.) and no help.

Should I spend the $82 for a new fuel pressure regulator or might it be something else? Thanks for any ideas.
