Angry horn problem 2003 alero

the kid has a 2003 alero v6 and he has a horn problem. the problem is the the horn wont shut off. he had to take the fuse out to stop it. I was going t o take the steering cover off and check the wires but have no idea what tools are required. I was able to get the steering column cover off but am unable to see what is holding on the steering cover. any help would be greatly appreciated on how to get the horn working again.

ok, i got the steering wheel cover off. the only thing i notice is the pin that activates the horn is out and is touching the metal ring (which makes the horn work) on the column. Is the pin suppose to be in the "out" position or does that need to be in the "in" position and when you hit the horn it should the pin come out or does it stay out and the metal ring moves to touch the pin?.... How does it work?

plus are there any recalls for anything on the 2003 alero v6
