87 190e 2.3 Gas cap door stuck closed

So whatever electronic security device is in this thing that prevents people from stealing gas has malfunctioned and now I can't open the the door to get to the gas cap. Is there any way to open it without busting it? I kind of need to be able to put gas in my car. I didn't try to open it too long since its 38 degrees and rainy outside right now.

there is a manual latch in the trunk
by the fuel door
remove the carpet linear and the latch is by the trunk hinge

sounds like the rain water seeked in and froze the panel door and the release latch.
