im not extremely familiar with the rules, why is it that mexico is ahead of the U.S.?

After 2 races, Mexico has accumulated more points than team USA, so hence they are ahead.

Every venue has two races, a 20 minute sprint race, and the first 6 finishers will get points there, going from 6 to 1; and a 70 minute feature race, where the first 10 finishers will get points decending from 10 to 1.
