Lightbulb 88 Town Car hesitates when cold

When first starting up car hesitates unless you nurse the gas pedal or will probably will stall. Funny thing if I start car then shut off key and restart it seems to run alot better even when cold....(maybe i have to check fuel pressure .. looking for specs) IAC just changed.. Recent OEM O2 sensors installed. Plugs ,cap rotor, gas ,air all fairly new. No codes in storage .. Wondering if water temp sensor is tied in to cold start circuit. Cant catch me when its hot.... Runs like a dream . No apparent vacuum leak anywhere.

Ohm the temp sensor as a high reading will tell the computer the engine is hot. Some times you can clean with steel wool if corroded.
