abandoned car issues

i am a UK tenant and there is a car parked right outside my flat in my view and has been there for a good couple of months, can i get rid of it? can i get it taken to a scrap yard? or can i claim ownership of it? any advice is greatly appreciated! Don't think you can take ownership of it or take it to a scrap yard as you lack the title. Somebody did this a few years back in front of my old college house. Just call the cops/ township non-emergency number and tell them its been there for months. It's their responsibility...not yours. And they should be able to track down the last owner via the VIN number on the car, unless it was scratched off/removed.
