98 Grand Cherokee transmission question

I need to know what might cause this. When you press the gas it feels sluggish and I dont think it is even using first gear. It doesnt even change into the next gear untill you get up a little speed. It will change into the last few gears without any problems though. When I am slowing down right before it comes to a complete stop you can feel the transmission jerk when it is shifting down I guess.

HELP!!!!!
