Is this the bumper cover or complete bumper

I posted earlier. I'm going to look at a 94 Civic coupe 94,000 miles.

It has the damage pictured below to the front bumper

I've searched and I found bumpers and bumper covers. Based on pic below
what do I have to replace?

Does anyone have any idea of difficulty level and cost for the part?
I would like to replace myself.

Based on the pic looks like you just need to replace the bumper cover but the fender looks a little off too... Also check the corner light and fender for damage as there is an attachment point near the tire. I've never worked on that gen civic but it should be a fairly straight forward job. There are usually a few bolts under the car, attachment points under the hood in front of the raditator/ A/C condenser, one bolt in front of each the tire, and the cover should pull straight off. GL
