Getting a '99 or '00 2.5RS to 200hp....what about 250?

Im looking into the purchase of a '99 or '00 2.5RS and am looking into modifing it. I wanted to know how hard it would to get and Impreza to 200 hp or even 250 hp and how I would go about doing this.

Subaru offers all of the after-market parts to convert the 2.5RS to the "2.5RX". For the 2.5RX that I drove, Subaru claimed it to have between 240hp and 250hp. See your local dealer.

there's a 00rs for sale in so cal for 16k...claimed 200+hp, so i guess it's kinda easy

All it takes is money. A turbo should get you to 200, no problem (course you'll need all the accompanying electronics, sensors, fuel management, etc.) To hit 250 you'll proabably want to improve how the car breathes with aftermarket intake, exhaust and port and polish the cylinderhead. There are tuner shops, some that specialize in subarus, that can put a package together for you.
