Question problem with my 88 accord

i know this isnt the right forum, but i guess someone took out the technical forum on the cars in general area, so this is the closest spot i could find lol, and the dudes in the honda forum dont know whats wrong, so i was hoping the masses would...

my 88 accord will on occasion, when it's raining outside, not turn the front wheels(directional, as in turning the car). i can turn the steering wheel all i want, but as it gets the the normal pressure required to get the wheels turned, the steering wheel pops, like two gears poorly meshed and skipping... and then if i turn the wheel another 2 or 3 inches or so... it does it again...and again...and again... until i get pissed and let it sit, then it usually is fine after a little bit... it only does it at speeds of under 10 miles an hour, but its freaky when it happens cause you cant control where the car is headed for a while... and the wierd thing is that afterwards, the steering wheel is perfectly centered and everything and there are no problems, like it never happened, until theres another hard rain lol...

i need to know what could be wrong/how much parts would be to fix it in my driveway, if its over 200 bucks im getting a different car cause ive already put tons of money into this lemon

its the rack first stop over turning the wheel or your airbag could go off and a rack isnt difficult if you know how to do it but its not something you could do without proper tools but you can rent the tools cheap or free but if you feel at all nervous dont do it. have it done.
