Talking Engine Cooling

1995 Pontiac Transport
3.8L

The radiator has two fans, one on the outside and one on the inside. The one on the outside never comes on. I hooked a wire directly to the battery and the fan worked. Should this fan work at all times or only at certain temperatures? The inner fan appears to work when the A/C is on or at about 220 degrees.

Normally both fans turn ON when the a/c is activated....possibly a faulty relay

On this van the inside fan comes on at 212deg. and the out side fan
comes on at 226deg.
