yup.
This is basically how you do it for a 96/97 Rodeo... it can't be much different.

There are 4 bulbs that illuminate the instrument cluster. It's about a 20-30 minute job to replace them. Remove the drivers knee bolster and the dash trim bezel. There should be four screws securing the cluster. Remove them and you can pull the cluster out a bit. The bulbs have green rubber covers on them. You may want to get colored bulbs and get rid of the covers.
