95 Aurora-Help From Great Auto-Electric Specialist Wanted

Hello,
I have a 95 Olds Aurora.
California Emissions requires that cars' warning lights light-up and stay on for 15 seconds during ignition (while starting the car)
My car's Service-Engine-Soon warning light only flashes once just when I turn the switch and starter kicks in. But it doesn't stay on.
The other lights stay on.
Dealer already went through fuses and came out empty.
They narrowed it down to steering column.
Car has instrument cluster not bulbs.

I Think I Saw Someone Else Post This Exact Problem Before On This Forum. I Would Recomend Doing A Good Search And See If They Ended Up With A Fix. I don't think my '95 stays on anywhere near that long. I think the 95' came out of the factory like that.

This is crazy, the way it is acting is by design, it turns on when you turn the key forward and turns off once the car starts. In the old GM days, and 95's fall into that category, the light was on when the engine wasn't running but key forward because a code was triggered to note that there was no reference pulse from the electronic spark control module, which was because the engine wasn't running. So once the car started the light would go off, immediatly. Find another emissions place.

The light WON'T come on when I turn the switch to ON position. It ONLY FLASHES ONCE DURING STARTING and goes off quickly then car runs with light off..

Actually, with the 95 Auroras thats how they work, light stays off until cranking. But regardless they are designed to go off as soon as the engine starts unless there is a problem detected. Every 95 works like that.

All warning lights MUST go on when you turn the switch to on position then they should go off 15 seconds after starting the car. My car's service-engine-soon light ONLY flashes ON/OFF once , right when engine cranks.

Prior to 1996 vehicle electronic control modules were not regulated by the government. This changed for the 96 model year in which all cars were to be equiped with the OBDII diagnostics systems.
