Question about honda certified used car warranty

I purchased my 1998 Accord sedan with vtec four cylinder engine from my local Honda dealer June 6,2002 with 66000 miles on it. I brought the car in with less than 1000 additional miles on it to have an engine/transmission noise checked. The dealer told me I would have to pay $39.95 for a "diagnosis" fee. They drove the car 1.5 miles according to the odometer and told me the noise[whine] is normal for a car with the mileage I have on it. This is a certified car with a supposed warranty until 2005 or 100,000 miles for the powertrain and an all inclusive limited warranty for one year or 78,221 miles. I feel the charge was a rip-off since no labor was exercised or test equipment was used. This is to say nothing about trusting their findings. Any opinions will be appreciated. Thanks.
