Problem with new motor

What's up.
I just replaced the motor in my 2K 1.8T Quattro and is seems like the motor doesn't have as much power as the previous one. Is there something the Dealer forgot to do?
I mean, at 4K RPMs I can usually see the tach quickly climb with the old motor, but with the new one, it's as slow hell

1. Vac leak.
2. DV faulty or on the wrong way.
3. Timing belt of by a tooth on wrong.
4. Spark plugs not gaped correctly.
