97 grand prix gtp DIC-Fan-A/C problem

My DIC does not come on and the fan does not work on speed 1-4. On off it just clicks like a blinker. on speed 5 every so often the fan will come on but only AC doesn't shut off. When the DIC is not lit up neither is the Daytime Running lights. When we leave the fan speed on 5 and keep driving the the fan will ramdomly just come on sometime with the DIC on and sometimes without. all fuses and relays are good.. took to shop and came up with nothing. Help it's going to get cold and need the fan to blow heat and defrost.

Welcome to AF.

You have a flaky ignition switch and harness assembly.
