i fought the law?

ok so i got pulled over for speeding blah blah cop gave me a ticket yak yak but i noticed he didnt have his siren on or anything he just blocked me in a driveway and gave me the ticket.

now im wondering.,.... if he didnt have his lights on, could he still issue me a ticket?

Youll be responsible for ticket no matter how they issue it. The cops might be totally wrong and you can throw it back into their car and theyll still send it back to you in the mail with additional fees applied.
