instrument cluster 2000 Passat

Hello,
Car just came from the VW shop where I brought it and of course the car shows no symptoms.
Symptoms were:
All lights were lit in the drive selection area of the dash.
For instance, if in drive, usually the "D" is highlighted.
Oh no, all were highlighted and the car slowed just a bit.
Temps were hot...above 90 and humid.
When tested....low 80s and rainy.
VW said it could be the instrument cluster.
But I want to be sure for $600.
I also have been noticing that some of the dash
lights have not be as bright.
Would anyone suggest buying a used one of a low milage car?
What are the requirements? Same year, tranny....model?
