94 Tercel HTR/AC fusebox

The heater, fan, and A/C on my 94 Tercel no longer work.
Just had the windshield replaced (although I don't see how that could affect it) after that the fan will not turn on,
nor will the AC (lamp stays dark) Ok, so check the fuses..
The cover on the fuse box in the driver side kick panel
tells me the HTR/AC fuse and relay is behind the
assistant's (passenger) kick panel Well, this kick panel
isn't very easy to get off, so I go searching through
books and other sources, and all agree that this is where
the fuses and relay should be. So off it comes, and behind it is >>nothing!!!! A couple of wires come down from somewhere, through a connector, and then back to somewhere else. No fuses or Relays! Is there anyone
out there that has an idea where these fuses and the relay can be? Maybe somewhere that's in the way of a windshield installer? Please help.....
