can i please have a carfax report help!!!!!

hey this guy wants to trade me for his mustang, but it seems a little fishy, he siad the dash is cracked from the air bag going off and the title has a rebuilt title on it the vehicle is a 94' mustang gt and the VIN is 1FALP42T9RF102324
if this car has been in a wreck i would still want it to be able to pass inspection and everything because i live in NY can anybody help me pleaaasse!!! thanks again!!

so say it has been in a wreck, if it has been fixed what is the big deal? aslong as it has been fixed and it will pass inspection, i dont care haha can anybody give me any more information/advice?
