1997 chevy lumina help 3.1, no power

1997 lumina 3.1 with 192xxx, miles most of the time the car does not like to stay - get going unless its on the floor other times runs great, does not from take off to easy acceleration, runs great at full throttle, replaced fuel filter,psi was 60# with vac line off, 40 with line on, no lights replaced tps and iac sensors no help, starts and idles fine, runs great 40% of the time, seems to be running out of fuel like type problem?????????
