93 Marquis brake problems

My pedal is not returning to its correct position. I have to manually move the pedal back with my foot. As the brakes get warmer the problem increases. Is this a sign of problems with the master cylinder? Any advice is always appreciated.

Check to see if the pedal return spring is still in place.
