88 Blazer -transfer case vacum lines

Need some help with vacum lines, 4wd want engage, there was no vacum line hooked up to the actuater under the battery, and 2 of the 3 vacum lines coming from the switch on transfer case arent hooked to anything, so where should theese be run to and where,

there s a section under FAQ 4.3 TBI vacum lines that shows
how replace them. from it it looks like one goes to the actuater and the other goes to the throttle body, i got it hooked up and the 4wd works but theres vacum to the actuater all the time while running, i thought it sucked vacuum only when you shift to 4wd, is this right or i got it wrong?

My '99 w/ the actuator under the batt. only had vacuum while in 4WD..
