93 caravan hard to start

Lately my 93 caravan has been hard to start. While checking the fuel pressure at the fuel rail, I noticed that the fuel pump runs for a very short time when the key is turned ‘on’. (no pressure.) While starting, the motor turns over but still no pressure, on the 2nd or 3rd try it slowly builds pressure and fires. While running it has a steady 50 psi and runs great. Q. is there a (faulty) relay that controls the fuel pump during startup? Or is there a (faulty) pressure sensor somewhere? What controls the fuel pump during startup???
