00 2.2L 5Spd. 3 problems

In order of importance:
1) Power steering leak. Only leaks when engine is running. P.Steering reservoir empties fast, but always has milky/creamy fluid in it. Tried P.Steer. fluid w/ stop leak, but no good. Haynes manual has instructions for removing pump, but requires removal of fan belt. Manual says to turn belt tension bolt clockwise (have read elsewhere that it needs to go CCW), but the picture in the manual has an arrow pointing to empty, black space. If the problem is the pump, how does the belt come off (even if it isn't the pump, the belt is starting to look a bit ratty).
2) While idling at a stop light 2 months ago, the fuel gauge rapidly went from full to empty. When the car started moving, the gauge returned to full (which turned out to be an accurate reading--I topped it off with about $5 of gas). Has not happened since. Possibly related: gas mileage is slightly worse than 2 years ago, but just 3-4 mpg.
3) Read elsewhere that the odometer LED often dies on '00 models, as it did with mine. Went to salvage yard and got an instrument panel cluster for $15, but the LED on this one was dead too. Do I have to continue a trial and error procedure until I find a working cluster, or am I doing something wrong (the latter is a big possibility--I know very little about cars--but given the cost of labor at garages, and the number of times they've screwed me over, I'm trying to do this myself).
