Code 15: EEC Read Only Memory (ROM) failed, or keep alive memory (kam) in continuous

With the key on engine off (koeo) test, I received the codes:
11 and 15.
11 System PASS
15 Code 15: EEC Read Only Memory (ROM) failed, or keep alive memory (kam) in continuous

I have been gettting a check engine light and the truck smells like it's running rich.
My guess would be that the the eec-iv is failing. Any suggestions?
