'94 tempo idle problem

My aun'ts car has a bit of an idling problem, a very fast problem. It idles so high that when you let off of the brake, the car itself will slowly accellerate until it reaches over thirty, heck, it even shifts up while idling. somewhat scary, but it feels like an easy fix, any ideas?

Check for vacuum leak first. Could also be a defective IAC valve.
