Please Help, 2k Neon Wont Start!!!!

My neon wont start I change the battery, but then it thru a code at me, this is it right here, & what it means. Me I have no idea what it could be.
P1490(M) Low Speed Fan CTRL Relay Circuit An open or shorted condition detected in control circuit of the low speed radiator fan control relay.

SYMPTOM
P1490 - LOW SPEED FAN CONTROL RELAY CIRCUIT

WHEN MONITORED
With the ignition ON and battery voltage greater than 10 volts .

SET CONDITION
An open or shorted condition is detected in the low speed fan relay control circuit.

POSSIBLE CAUSES

• Radiator fan control relay circuit wire harness intermittent defect
• Radiator fan control relay circuit wire harness observable defect
• Fan relay fused ignition switch output circuit open
• Radiator fan relay control circuit open
• Radiator fan relay control circuit shorted to ground
• Radiator fan control relay defective
• PCM defective
