hood rusting

My friend has a 2001 dodge van that has a really bad rust problem along the front of the hood. It starts about halfway and runs to the drivers side about 3 three inches up all the way along. Now because this rust is coming up from the under side this did not seem right. when we opened the hood right at the very front where the hood is folded over on the seam it looks like they missed half of the hood and did not get it pinched over. now because of this the water gets trapped in there hence the rust problem. Now has anybody else had this problem? Will chysler do anything about this? let me know so i ca relay the message to my friend. thanks
