Central Locking problem

I recently bought a '99 clio RN, but the guy said he left the key battery to go flat, and it decoded itself, so now the remote function doesn't work. i tink this costs a goood bit to be recoded by Renault.

But more annoyingly, if i use the key in the lock, the passenger door is not opened, only the driver door, so i have to get inside and press the door open button before they can get in! is this normal or is something wrong with the non remote central locking too? Thanks
